Many veterans in Guam and throughout our country are afflicted by post-traumatic stress disorder, or PTSD, following their service in wars and conflicts around the world. We have an obligation to provide these veterans, and all who have served our nation in uniform, with benefits and services that will enable them to combat this disorder.

As Guam’s representative in Congress and the ranking Democrat of the House Armed Services Committee’s Readiness Subcommittee, I have worked to expand resources that are available to veterans living in Guam.

Addressing the challenges veterans with PTSD face begins with having proper medical facilities and health hire vetspractitioners available in Guam. In 2007, I worked to secure funding to build the Community-Based Outpatient Clinic in Agana Heights, which provides much-needed services to our local veterans. While in recent years there have been challenges with the capacity of the clinic and the retention of doctors and other medical staff, the construction of the CBOC was a major improvement from services veterans received. I continue to work with Veterans Affairs, local leaders and veterans’ service organizations to improve the CBOC.
