Retiring Fulcomer aimed for persistence, access to aid veterans

There was no advanced training to prepare Paul Fulcomer when he was named the director of Orleans County’s Veterans Service Agency in 2003. But he knew how he wanted to connect with veterans.

In his last three months before retirement, Fulcomer says having an open-door approach, an open schedule and an unwillingness to stop fighting is how he’s always worked to help veterans receive overdue benefits.

County estimates peg the number of veterans living in Orleans at around 3,200. Fulcomer knows there are more, as Vietnam veterans continue to appear at his office who had never sought medical and financial aid.hire vets

“It’s hard for guys my age to open up,” said Fulcomer. His own experience as a combat veteran help bridge the gap. “We talk about Vietnam, the bases we were on … it helps.”
