Gov. Bruce Rauner has signed legislation that will give property tax breaks to disabled veterans and allow their families to make their homes handicapped accessible without fear of an immediate boost to their property values, which could cause their property taxes to increase.

Veterans eager to qualify for the property tax breaks have started calling county and township assessors’ offices, but forms for the property tax exemption (which begins in 2015) are not yet available.

“I’ve already had veterans stop by our office and ask for the paperwork, but I wasn’t even aware of this law until a few days ago,” said Frankfort Township Assessor Joseph Kral. “It’s not unusual for the state Legislature to pass a new law that affects local governments and not give us any warning. We’re going to get it all worked out, but people ought to realize it may take a little time.”

The Cook County assessor’s office has also been receiving calls about the program. A spokesman stated that
exemption forms will not be available until Jan. 1, and at that time can be downloaded at the assessor’s website. Applications for the property tax exemptions will be due March 1. The exemptions would first appear on second installment 2015 property tax bills mailed hire vetsout late next year, likely in July. Although there were existing property tax exemptions for disabled veterans, the Cook County assessor’s office notes the new changes increase the amount of savings for veterans who qualify.
