On the surface, the brief ceremony that brought Gloucester, Manchester and Rockport leaders together Tuesday affirmed an agreement to share veterans services and outreach through the Gloucester office of veterans affairs on Emerson Avenue.
But to Mayor Sefatia Romeo Theken ā and to Thomas Kehoe and Sarah Wilkinson, who chair the boards of selectmen in Manchester and Rockport, respectively ā Tuesdayās signing of the inter-municipal agreement was much more than that.
The three-year agreement merging the veterans affairs offices of Gloucester, Rockport and Manchester means that, 
beginning July 1, veterans across the three communities will have regular access to a wide variety of services already provided to some 5,000 Gloucester veterans through the Gloucester office.
